Yes it is quite easy to build libusb-1.0 Windows backend
under Cygwin, not as easy under MinGW but it not
too difficult either. 64bit build under MinGW-64 is also
possible (with WPG Sytem 64 at least).
libusb-1.0 is actually in Cygwin now. The Cygwin version
is not the latest but rather close.

Cross build under Linux is actually quite simple as well.
Currently libusb-1.0 Windows backend is in the process
of being integrated in to the main tree. Most of the
post-1.08 git commits are for Windows backend
integration.
