Improve mingw cross-compiling

Hi,

I've got a set of patches to enhance mingw support:
836307e: fixes libintl detection
ff5af2d: fixes .a being installed in /bin instead of /lib on mingw/windows
836307e: regroup toolchain file in /cmake and add some mingw-w64 toolchain files
