Thanks for the reply.  I believe I have tried both SIO_DTR_DSR_HS and
SIO_DISABLE_FLOW_CTRL before calling this (I will give it another shot).
I believe the communication is meant to have no flow control in the end,
they just kinda use DTR as a way to easily hold the MCU in reset
until the PC toggles DTR.
