libftdi-0.19 32bit/64bit Windows binaries

I have built libftdi-0.19 Windows binaries here for both
32bit MinGW and 64bit MinGW-w64. They are built
under Linux with MinGW and MinGW-w64 cross compiler.

The download is here.

Python bindings and libftdipp are not included as I
do not know how to build them yet...
